Delora Walker, CEO, CPRP

Delora Walker is the Founder and Chief Executive Officer of Cultivating Change. A lifelong educator and community leader, she dedicated 24 years to Baltimore City Public Schools, where she helped shape the lives of countless students and families. She holds both a Bachelor's and Master's degree in Education and is a Certified Psychiatric Rehabilitation Practitioner (CPRP).

Driven by a passion for empowering individuals and strengthening communities, Delora founded Cultivating Change to provide compassionate, person-centered behavioral health services that promote recovery, resilience, and personal growth. Her commitment to education, rehabilitation, and community transformation continues to guide the organization's mission of creating meaningful change throughout Baltimore and beyond.

Chief Operating Officer

Tawney Manning-Walker, CPRP

Tawney Manning-Walker, a Baltimore native, is a lifelong educator, community leader, and Certified Psychiatric Rehabilitation Practitioner (CPRP) with more than 20 years of leadership experience in Baltimore City Public Schools. Her career has spanned the classroom, school administration, and district leadership, where she served as a principal and later supported and supervised school leaders through the district's central office.

Passionate about education, empowerment, and community transformation, Tawney has dedicated her career to helping individuals reach their full potential. Her commitment to fostering growth, resilience, and opportunity continues to drive her work in strengthening schools, supporting families, and creating meaningful change throughout Baltimore communities.

Director of Integrated Services

Armon Harried, CPRP

Armon Harried is a Baltimore native, Certified Psychiatric Rehabilitation Practitioner (CPRP), and graduate of Baltimore City Public Schools. He holds a Bachelor of Science in Human Development and a Master of Science in Human Rights.

A former professional basketball player, Armon is passionate about empowering youth, adults, and families through mentorship, wellness, and psychiatric rehabilitation. He has developed innovative curricula and programs that integrate fitness, human rights, accessibility, and personal development to promote growth, inclusion, and community engagement. Through his work, he is dedicated to creating opportunities and helping individuals reach their full potential.

Medical Director

Jessica Starke, MSN, PMHNP-BC

Jessica Starke is a Psychiatric Mental Health Nurse Practitioner with more than 17 years of nursing experience, including extensive leadership and critical care experience within Maryland's leading healthcare systems. She earned her Master of Science in Nursing and completed advanced clinical training in psychiatric assessment, diagnosis, treatment planning, and medication management across the lifespan.

Jessica provides compassionate, evidence-based psychiatric care to adolescents, adults, and older adults, supporting individuals experiencing anxiety, depression, ADHD, trauma-related disorders, mood disorders, and other behavioral health conditions. Her approach combines clinical expertise with a strong commitment to patient-centered care, helping individuals achieve stability, wellness, and long-term recovery.

    Clinical Director / Therapist

    Shakena Mabry, LCSW-C, serves as Clinical Director and Therapist, bringing compassionate leadership and clinical expertise to support individuals on their journey toward healing, growth, and emotional wellness.

    She earned her Bachelor of Arts in Psychology from Lehman College and her Master of Social Work from Fordham University and completed advanced doctoral studies in Human Behavior at Capella University. As a Licensed Certified Social Worker–Clinical, Shakena is committed to providing person-centered care that empowers individuals to overcome challenges, build resilience, and achieve meaningful, lasting change.

    Her passion for mental health and dedication to helping others continue to guide her work with individuals, families, and the communities she serves.

    PRP Support Staff

    A lifelong Baltimore resident, Tyruis Fitzgerald brings more than five decades of deep community roots and a strong commitment to serving others. Passionate about supporting individuals and families throughout Baltimore, he believes in the importance of community, connection, and ensuring that people have access to the resources and support they need to succeed.

    Tyruis is dedicated to making a positive impact in the lives of those around him and is committed to fostering hope, personal growth, and well-being within the communities he serves.
